i think i know her. she's natsume maya from the anme tenjou tenge.
This is actually the character Minatogawa Tamami from the eroge called Moshiraba. For some reason I've seen some game cgs where she is "beddable" by the player character, but I've never been able to get such a CG pack. She's great miko character though.

You know, I've always preferred the Great Race Of Yith when considering aliens with yet-unknown moral systems that don't give a damn how they treat humans in order to study them.Although, I'd guess, Mi-Go are more about doing the testing themselves and the Great Race Of Yith are more about taking over their bodies and bringing stolen knowledge back with them.
